The European Commission is considering what's being called a social media 'delay' for children.
It's tasked an expert panel to look into what steps the EU should take to protect children online, including a potential ban.
President Ursula von der Leyen said the EU can learn from “pioneer” country Australia in imposing a minimum age for social media.
She says children are not commodities, and tech companies should not be allowed to treat them as such.
The Commission chief told an EU summit in Copenhagen, new legal proposals could come as early as this summer.
"Children are not little adults. Their minds are delicate," she said.
"Mental wounds can be lifechanging. The more they are exposed to the digital world, the greater the risk."
