Teenagers could get offered a €100 culture card voucher on their sixteenth birthday.
Minister for Culture, Patrick O'Donovan hopes to introduce the measure in this year's budget and eventually extend it to 17-year-olds in 2028.
This would allow teens to redeem the voucher for tickets to live events such as music, comedy or drama.
The initiative is similar to one piloted in Italy in 2016, where €500 was given to young people for similar activities.
Fianna Fáil TD Peter Chap Cleere said the aim of the scheme would be to encourage young people to engage more with the cultural life of their community.
"I suppose the aim of the initiative really is to make culture and sports more accessible to our younger people.”
The Carlow-Kilkenny TD continued to say it would benefit local businesses across the country too.
"When young people attend events and engage in activities, they're going to spend money not just on the admission fees to concerts, but also on transportation, on food, on merchandise."
He continued: "Local businesses then would benefit significantly around the country because there'd be a rippling effect created."
The exact details of the scheme will be announced in the budget.
