The region has been partly controlled by Russian-backed separatists since 2014.
Later today teams representing Russia and Ukraine will meet in Turkey.

Turkey's President Erdogan has urged Vladimir Putin to agree to a ceasefire.
Ukraine says that they are willing to discuss adopting a neutral status too.
But Volodymyr Zelensky says any deal would have to go to a referendum and be guaranteed by third parties.
Over the weekend, U.S. President Joe Biden says he wasn't calling for regime change in Russia.
He did make a comment that Russian President Vladimir Putin "cannot remain in power."
He's retracted comments he made during the speech in Warsaw on Saturday.
