The worst of the airport delays were experienced on Sunday.
The operator of Dublin Airport has until this morning to present a plan to the government.
It's to avoid further long delays for passengers at terminals going forward.
More than 1,000 missed flights after huge queues formed at check-in, bag drop and security on Sunday.
Travellers were left waiting hours before even entering the terminal buildings.

It has led to fears of further delays ahead of the coming bank holiday weekend.
100,000 passengers are expected to pass through the airport each day.
Eoghan O’Mara of the Irish Tourism Industry Confederation says a firm plan is needed from Dublin Airport going forward.
"Access is critical for an island nation as you can imagine. Scenes like last weekend simply aren't acceptable," he said."
"Quite a few of those (who missed flights) were tourists that were returning home."
