She is then seen running from the area on a video shared on social media.
Gardai have launched an investigation into the incident.
A masked woman threw the drink at Leo Varadkar this afternoon.
It happened at around 3pm in Merrion Square.
A video of the incident is being shared on social media, while Young Fine Gael's labelled the incident 'disgusting'.
